Christie: Wednesday debate ?the restart? of Romney campaign

While both Democrats and Republicans have downplayed the importance of the first presidential debate in recent days, New Jersey Gov. Chris Christie raised the stakes on Sunday, predicting this week's duel in Denver will be a game changer for Mitt Romney.

"Wednesday night's the restart of this campaign," Christie told David Gregory on NBC's "Meet The Press." "Come Thursday morning, the entire narrative of this race is going to change."

Christie dismissed the recent polls that have President Obama leading Romney in nine battleground states.

"You saw the change in those polls happen very quickly," Christie said. "And I'm here to tell you this morning, it can happen very quickly back the other way. And I think the beginning of that is Wednesday night when Governor Romney for the first time gets on the same stage with the president of the United States and people can make a direct comparison about them and their visions for the future.

"You're going to have tens of millions of people for the very first time, David, really tuning in and paying attention to this race," he continued. "And also, for the first time, you're going to have them be able to make a direct, side-by-side comparison. Remember, at the end of the day, campaigns are about the candidates. And they're going to be able to see these two candidates next to each other, debating each other. And Governor Romney I know is going to do a great job on Wednesday night laying out his vision for America's future and making the contrast between he and the president of the United States."

Christie also dismissed criticism of Romney from fellow Republicans.

"Folks like us obsess about this stuff," Christie said. "But I've got to tell you something: The general public that I speak to in New Jersey and elsewhere are just beginning to really tune into this race. And so they're going to start tuning in on Wednesday night, and when they do, Governor Romney's lay out his vision for a better and greater America, for greater opportunity for all of our citizens. And I think that's when you're going to see this race really start to tighten and then move in Governor Romney's direction."

President Obama, Gov. Christie said, is "just trying to run out the clock" in the race for the White House.

"He desperately wants to run out the clock with platitudes which sound nice, and I give him that," Christie said. "The president's very good at that. But in the end, I think that both sides have to look at this campaign and say, 'What are we going to lay out over the next 36 days?' And that's I think what's really important. And I think Governor Romney will lay out some very important points over the next 36 days that are going to make people believe once and for all that America can be great again, not just staggering along here economically as we've been doing."

Less than 12 months after they got engaged, Anne Hathaway?and her longtime boyfriend Adam Shulman have tied the knot.

Economists say US needs more taxes, spending cuts

NEW YORK (AP) ? The best way to reduce the federal deficit is through a combination of higher taxes and spending cuts, according to a group of economists.

The 236 members of the National Association for Business Economics recently surveyed say the country needs more fiscal stimulus through 2013, but by 2014 it should be time to throttle back. The reason for the delay: the sluggish nature of the country's economic recovery.

A majority of the economists favor extending payroll tax cuts, current marginal income tax rates and current tax rates for dividends and capital gains for most or all taxpayers through 2013. Deep tax cuts that were passed under President George W. Bush expire at the end of December unless Congress takes action. At the center of debate: extending the cuts for everybody. or just households earning less than $250,000 a year.

When it comes to making those cuts permanent, the group is more split. Nearly three quarters think the payroll tax cut should not be made permanent. The group is almost evenly split about whether to make the tax cuts on income, dividends and capital gains permanent.

The biggest economic worry for the group was not how much to raise taxes or how to trim the budget. The problem cited was indecision: 87 percent of the economists believe that uncertainty about what direction Washington will take is holding back the economic recovery.

The survey on economic policies released Monday also forecast that short-term interest rates would remain at current levels for at least another year. The results are consistent with the last NABE semiannual survey, released in March.

A slight majority of respondents ? 59 percent ? said that current U.S. monetary policy was "about right." The percentage replying that monetary policy was "too stimulative" fell slightly compared with the percentage that held that same view in March, while the proportion answering that policy was "too restrictive" edged up.

The economists said the Federal Reserve should not buy more bonds to support and stimulate the economy, as it has in the last few years. The survey was conducted between Aug. 2 and Aug. 24, before the Federal Reserve announced a third round of bond buying on Sept. 13.

Just 53 percent of the economists said that the action already undertaken by the Fed, known as quantitative easing, has been a success.

There is also a widely shared expectation that health care costs in the United States will account for a larger share of GDP in 10 years than they do at present, assuming that the Affordable Care Act is not repealed.

Finally, 46 percent of the NABE panel expects that in five years, the European Monetary Union will have less than its current 17 member countries. That's down from more than 60 percent just six months ago.

Romney releasing 2011 tax return, paid IRS 14.1 percent

Looking to blunt relentless Democratic attacks, Mitt Romney is to release on Friday his 2011 tax return, a summary of his effective tax rates for the past two decades and, for good measure, two doctors' notes attesting to the good physical health of the candidate and his running mate, Paul Ryan.

The tax return was to be released at 3 p.m. Eastern time on the website www.mittromney.com/disclosure. Ahead of the release, the former Massachusetts governor's campaign released a blog post summarizing the document.

Releasing information on a Friday afternoon is traditionally a way to reduce the amount of media exposure.

The move fulfills a promise Romney made earlier in the 2012 presidential campaign. But it was unlikely to quiet Democratic criticisms that Romney has failed to live up to a standard set by his father, former Michigan Governor George Romney, who released 12 years of tax returns when he ran for president in 1968.

The Romneys paid $1,935,708 in taxes on $13,696,951 of mostly investment income for an effective tax rate of 14.1 percent. (The Obamas paid an effective tax rate of 20.5 percent in 2011, a lower rate than the president's secretary, according to the White House.) ?

Romney, who is thought to have a personal fortune in the neighborhood of $250 million, gave $4,020,772 to charity, 30 percent of their income. (The Obamas gave 21.8 percent of their income to charities).

The blog post, written by the manager of Romney's blind trust since 2003, R. Bradford Malt, said the Romneys had filed their 2011 tax return with the IRS Friday morning. It also indicated that the Romneys' tax preparer, PricewaterhouseCoopers, would provide a letter summarizing the tax rates that the Romneys paid from 1990 to 2009.

The Romneys paid an average annual effective federal tax rate of 20.2 percent, with the lowest rate coming in at 13.66 percent. Over that same stretch of time, they gave an average of 13.45 percent of their adjusted gross income to charity.

"During the 20-year period covered by the PWC letter, Gov. and Mrs. Romney paid 100 percent of the taxes that they owed," the blog post read.

Democrats led by the Obama campaign have repeatedly hit Romney over his refusal to disclose his tax returns?a fight that has helped to keep Romney's vast wealth in the media spotlight at a time when the president is trying to paint him as an out-of-touch millionaire bent on helping the wealthy.

Motorola RAZR M reportedly coming to the UK with Intel inside

All of Moto's new Verizon-bound DROID phones ship with a Qualcomm Snapdragon S4 chip inside -- an SoC that's increasingly seen as the standard for high-end smartphones in 2012. However, when the RAZR M lands in the UK, it'll sport a different CPU -- an Intel Atom chip. UK tech blog Pocket-Lint is reporting that the British variant will indeed run an Intel chip, suggesting that the decision to plant an S4 in the U.S. versions may have been made for connectivity reasons. Qualcomm's S4 includes built-in LTE, whereas many competing chips do not. This also fits with the recent news that Intel would be represented at the UK announcement event later this month

The site reports that no changes will be made to the physical design of the phone, meaning the international HSPA+ RAZR M will look just like the Verizon LTE model. That means Brits will get the same ultra-thin bezel that we've seen on the Droid RAZR M.

We've seen a couple of Intel-powered Android phones already, but these have mostly been niche devices, rather than phones from top-tier manufacturers like Motorola, so the appearance of Intel's chips in a leading Motorola smartphone is certainly a big deal. We've reached out to Motorola for confirmation of this, as well as any possible changes to the internatonal RAZR HD and RAZR HD MAXX, and we'll keep you updated with any info they provide.

So I got a relatively nice Motobecane frame, but the cassette stripped off the threads on the rear wheel, so the rear wheel is unusable now. So I need a new rear wheel and I'm wondering what to do. It's an older bike, so it's running 27 inch tires. I have a set of VERY nice older 27 inch tires I found in the trash (new with tags) that I could use. So basically I'm wondering if I should stay 27 inch for the back wheel, or put a 700c back wheel on? If I put a 700c back wheel on, it'll probably not have a 700c front wheel on, at least for a little bit of time. So there's that to keep in mind. Also, for 700c, how narrow should I go for street riding?

Also, I plan to just make it a single speed bike. Does anyone have any good ideas on gearing to use? My town is fairly hilly, not like, say, Vermont, but not flat either. I have a 3 speed that works with a Sturmey Archer hub, but the gearing on that is ridiculously tall for where I live. Plus it seems like a single speed bike would just be less complicated crap to deal with. No, not gonna go fixie, at least on this bike, I got other frames if I wanna do that. I'm a 195lb rider, not a super fast rider by any means, so it's hard to say, but I'm wondering what sprocket teeth numbers you'd recommend. I tend to not like spinning high RPMs, too.

Let's see, what else... uh, anything else I'm missing? I'm rusty at this.

Well I already own a 3 speed hubbed bike, 3 actually, with one currently working, one needs a tab to hold the axle in place that's ridiculously hard to find, and another needs to be like...put back together, the whole hub. http://ventouxbikeshop.com/wp-content/uploads/2010/05/columbiaSports3-1024x768.jpg The big problem I have with that bike is the gearing is ridiculously tall on it, so going up hills even in 1st is a big pain, so maybe I can make things better with a new front sprocket, but I do want a proper roadbike, too.

But I already own that, and it's currently what gets rode. I want something, you know, racier.

Plain packaging reduces the appeal of smoking

While Australia has recently passed legislation to ban logos from cigarette packages and to make plain packaging mandatory, other countries are still considering whether or not to take similar measures. New research published in Biomed Central's open access journal BMC Public Health provides a report on the appeal of plain cigarette packs, compared to branded packs, among women in Brazil, and finds that plain packs reduce the appeal of their contents.

Tobacco use is responsible for 5.4 million deaths every year across the world and is a leading cause of preventable death. Like many other countries, Brazil has prohibited most forms of tobacco advertising, but has not addressed the issue of marketing by tobacco companies via the cigarette pack itself.

Research suggests that many brands appear to specifically target young women by use of 'feminine' colored packs, fruit flavorings, or by suggestive terms such as 'slim' or 'superslim'. Scientists from Canada, the US, and Brazil collaborated on this online study of 640 young Brazilian women to see if these cigarettes had the same appeal when presented in plain packaging (but still with the brand name and description on them). As a final test, the women were able to choose which they would have preferred as a free gift, one of the plain or branded packs (although there was never any intension for the packs to be sent out).

Dr David Hammond from the University of Waterloo, Canada, who led this study explained, "The women in this study rated branded packs as more appealing, more stylish and sophisticated than the plain packs. They also thought that cigarettes in branded packs would be better tasting and smoother. Removal of all description from the packs, leaving only the brand, further reduced their appeal. In the pack offer test, participants were three times more likely to choose the branded pack as a free gift."

The results from this study, the first to look at the effect of plain cigarette packaging on smoking in Latin America, backs up research in other countries, which has found that plain packaging makes cigarettes less appealing to young people.

Christine White from the University of Waterloo, Canada, concluded, "Our results suggest that plain packaging and the removal of brand descriptors are likely to reduce the appeal of smoking for youth and young adults. Overall, these findings support the recommendations for plain packaging in the WHO Framework Convention on Tobacco Control."

Just about every Monday, I feature children who are waiting to be adopted through the foster care program. Each child has been approved by the heart galleries that host them to appear on my blog. Not every heart gallery from every state has given us permission to post their waiting children (some we can only link to, some we can use photos and some change their minds constantly about whether or not we are allowed to help in their outreach efforts) ?we are working on that. Brenda of Another Small Adventure really does all the work on this. She knows foster care waaay better than I do and I am grateful for all her help.

QUESTION: I?m single can I adopt??

ANSWER: Yes many times the Division of Child and Family Services (DCFS) feels that a certain child may do better in a single parent home. DCFS by policy gives preference to a family with two parents, but they really are looking for a home that they feel can meet the child?s needs.

QUESTION: What happens to children in foster care that don?t get adopted??

ANSWER: When children are around the age of 16 years of age, DCFS has a program called ?Transition to Adult Living?, this program works to help the youth learn the skills they will need to be on their own. At age 18 or when they graduate from high school the youth are emancipated from the system. Usually they have already been living in an apartment with a case worker checking in to assist when necessary. Many youth age out of the system and are not emotionally prepared to be independent. Youth who age out of foster care have higher rates of unplanned pregnancy, incarceration, homelessness and death. It is very important for them to have the back up of a real family.

QUESTION: If I want to adopt a child under that age of eight from foster care I have to be a foster parent first??

It is true that if you are interested in adopting a younger child you must be a foster parent first. 59% of the children that are in foster care return home to their birth families or other relatives. 46% of children that are adopted from foster care are adopted by their foster parents. So for potential adoptive parents this means that you may have to foster and return home several children before you are able to adopt. This can be difficult especially for childless couples, but if you look at if from a different view point, this will help build your parenting skills while you wait for a child that can be adopted. If children can go back to their families that is what ultimately is best for all involved.

Astronomers have for the first time discovered two alien planets whirling around a pair of stars: a complete solar system with twin suns just like Luke Skywalker's fictional home world Tatooine.

Most stars like our sun are not singletons, but rather come in pairs that orbit each other. Scientists had found planets in these binary systems, so-called circumbinary?planets with two suns like Tatooine?in the "Star Wars" universe.

To find more circumbinary planets, astronomers analyzed data from NASA's prolific?Kepler space telescope, which has detected more than 2,300 potential alien worlds since its March 2009 launch. Kepler had to date detected four systems with circumbinary planets ? Kepler-16, 34, 35 and 38.

The scientists have now announced the detection of Kepler-47, the first system seen with multiple worlds encircling a pair of stars. The star and its planets, called Kepler-47b and Kepler-47c, dwell about 5,000 light-years away, in the constellation Cygnus, the Swan. [Planets of the Tatooine-like Solar System (Gallery)]

"Kepler-47 shows us that binary stars can have close-in planetary systems, just like the ones we see in single stars," study lead author Jerome Orosz at San Diego State University told SPACE.com. "Most of the stars in the galaxy are in binary or higher-order multiple systems, so the fact that planetary systems can exist in these types of systems is important. If we were restricted to looking for planets around single stars, we would be missing most of the stars in the galaxy."

Spotting "Tatooine" solar system

The planets are much too far away to see with the naked eye. Rather, they were discovered by the drop in brightness they cause when they cross in front of, or transit, their host stars.

An Ounce of Prevention, A Pound of Primary Health Care

Health care. Very few phrases envelope so many different aspects of an area of discipline. It can be confusing to know where to go to and when, and this issue has led to a cascade of health problems for our population and our population?s health care system. Emergency room or primary care? And where does preventative care fit in? Here?s an overview of a few facets of the system, and how they differ from each other.

Why Not Just Visit Emergency?

Most emergency departments offer a wide range of services available at all hours, without the requirement of an appointment. However, many ER visits are avoidable as patients are seeking non-urgent care or care that could have been treated and even prevented by primary health care. These avoidable visits result in higher costs, longer emergency department waits, and fewer resources available to the patients who actually require emergency services. Interestingly enough, misuse of the emergency department is equally committed across all ages, regardless of whether or not they are insured. This population-spanning issue has even spurred an ?Urgency or Emergency? ad campaign in New Mexico coordinated by the Albuquerque Coalition for Healthcare Quality and funded by the Robert Wood Johnson Foundation.

It is essential to provide and spread education about appropriate times to facilitate emergency services, walk-in to an urgent care clinic, or wait to make an appointment with your general practitioner.

So when do you visit the emergency room?

Examples are incidences of:

- Difficulty breathing

- Uncontrolled bleeding

- Loss of consciousness

- Severe burns

- Chest pains

- Broken bones

When do you visit urgent care?

Any time that you experience a change in your health status which needs attention, but will not be an immediate threat to your health.

Examples of these incidents are:

- Migraines

- Back pain

- Earaches

- Sprains

- Rising fever

- Minor lacerations

Primary Health Care / Primary Care: The Same But Not!

Primary health care is an extensive and broad model designed to cater not only to the individual and their family but to their community as well. Primary health care is meant to be an accessible community based system, responding to the to social issues of the population it is serving.

Primary health care works to:

- Prevent illness and be promotive of health (as opposed to working solely in a curative manner as seen in primary care)

- Focus on maximizing individual and community involvement in the planning and operation of services as well as in the integration of health development with social and economic development

- Integrate rehabilitative and therapeutic care into patient?s daily lives

The presence of primary health care is essential to building healthy public policy and strengthening community action. This also allows for an equal distribution of care available to the local public. Individual and community involvement can also be seen through their participation through building beneficial public policy, creating supportive environments (such as in programs at community centers), and strengthening community action. It is the action of the local individuals as a group, which encourages increased community participation and support for each other, furthering positive health habits at the local level. Not only can primary health care?s focus on health promotion be seen on an external level through community action and public policy, this can also be seen on an internal level via the promotion of personal skills through education by medical professionals.

Primary care emphasizes the curative focus of medicine and mostly occurs in the clinical setting (i.e. your GP?s office, the local walk-in urgent care clinic, or the emergency department).

Primary care:

- Often is the initial point of contact between individual and medical personnel when the individual experiences a change in health status.

- Is not as comprehensive as primary care due to the acute nature of clinical visits

- Refers individuals to the services available through primary care as well as to home health care

The Take-Home, Part 1

There is a time and a place for preventative care, just as there is a time and a place for emergency medicine. The bottom line is that health statuses will always change. And when they do, stop and think. Is this something which requires long term care in my home? Can I wait until tomorrow to make an appointment at my doctor?s office? Can I drive to a walk-in urgent care clinic? Or should I call 911 and go straight to emergency? Your decision impacts not only you, but your community as well.

Give your HTC EVO 4G LTE a quick update scan if you haven't lately. Sprint has started pushing out an upgrade that brings its flagship phone both to Android 4.0.4 and to Sense 4.1, putting the EVO's software on a par with the just-unveiled Desire X. Patching up doesn't bring a revolution in features -- you'll mostly notice the known option to change the multitasking button's functionality and hide the on-screen menu key. However, there's a lot of Sprint-specific fixes that make the update worthwhile, such as an LTE "scanning improvement" that some owners suggest is improving their overall cellular data quality.
